Primary Purpose:

Primary role is to direct and manage storm water utility financial and management consulting engagements, from project initiation to completion. The professional will also be responsible for the delivery of the project and maintain the as-sold project gross margin. Will manage client relationships and provide technical direction and quality review to the project team. The individual will be responsible for developing and maintaining strong client relationships with senior level professionals in the client organization. The professional will actively support business development from pursuit identification through proposal delivery and contract negotiation.

To be successful in this role, the professional will bring strong subject matter knowledge and experience directing the entire engagement from use fee concept evaluation to development and implementation. Experience and expertise are required in the following:

• Stormwater program assessment

• Stormwater revenue requirements analysis and financial planning

• Evaluation of user fee policies, methodologies and funding options

• Stormwater rate structure and credit/appeals program development

• Stormwater user fee implementation planning

• Stormwater implementation management including billing integration management

• Stakeholder engagement facilitation

Principal Duties and Responsibilities:

• Contribute to the development and implementation of business strategies and objectives of financial and management consulting service offerings

• Manage project team, supervise task execution, and provide performance evaluations

• Provide project management including team coordination, client communication, invoicing, collections, and project metrics for all phases of an engagement

• Support active mentoring through knowledge transfer, skill development, and career development guidance

• Generate pursuits and bring them to fruition through effective selling of advisory & planning services

• Facilitate stakeholder engagement with diverse stakeholders including utility staff and management, elected officials, and community

Minimum Qualifications:

• Bachelor’s Degree in Engineering, Economics, Finance, Accounting, or Business Administration or related field

• 14 years of experience managing major projects and pursuit activities in the Stormwater industry

Preferred Job Qualifications:

• 5+ years of Stormwater consulting experience

• Depth and breadth of knowledge in Stormwater utility consulting

• Proven ability to build and maintain client relationships

• Experience managing the entire project life cycle with municipal utilities

• Advanced project management skills

• Strong business development capability

• People management skills including evaluation and mentoring

• Ability to lead, guide, and mentor team of professionals to create collaboration

• Exhibits high ethical standards and maintains a reputation of integrity with clients

• Ability to interface with multiple projects, offices and cultures

• Ability to meet deadlines and be flexible to multiple demands of project teams and shifting priorities

• Skilled at interfacing with client personnel at all levels from staff to executive management
